This is what mille says about it "The prongs that project forward locate the wheel spacers and allow the wheel to be easily slid in and located in the fork bottoms. The spring and associated bracketry allow the fork legs to rotate outwards, independently of the front mudguard and the prongs which remain centred and pointing forward all the time, so that the calipers can clear the disk/wheel rim rim.".
